Key issues include no-bid contracts, lack of activity verification, and incomplete financial reporting.
International Contributions
The Amazon Fund receives donations from various countries and international institutions. Leading contributors include Norway and Germany, which have historically provided the bulk of financial support. Additionally, the United States, United Kingdom, Denmark, Switzerland, Japan, and Ireland are part of the group of nations backing the fund.
Recently, the National Bank for Economic and Social Development (BNDES) secured international agreements, raising R$ 25.3 billion for investments in Brazil. Contributions came from countries like China, France, and Latin America, as well as financial institutions such as the Asian Infrastructure Investment Bank (AIIB) and the New Development Bank (NDB).
Ongoing Investigations
The Federal Public Prosecutor’s Office (MPF) has launched inquiries into irregularities in projects funded by the Amazon Fund. Investigations reveal signs of resource mismanagement, including contracts with entities barred from state agreements and payroll expenses consuming a significant portion of allocated funds. However, official reports have not disclosed a specific list of barred companies involved.
In 2024, the fund received R$ 643 million, but only 11% of this amount was allocated to environmental projects. This raises concerns about resource allocation and the fund’s administrative structure.
Connections to Foreign Companies
A significant portion of the Amazon Fund’s resources comes from international donations, with Norway contributing approximately 90% of the total funds raised. Foreign companies have also been mentioned in investigations, sparking questions about transparency and the criteria for resource allocation.
Norway’s Interest
The Norwegian government has shown strategic interest in the Amazon Fund, driven by both environmental preservation and political influence in the region. Norway, renowned for its advanced environmental policies, seeks to bolster its global image while promoting anti-deforestation initiatives. However, its involvement in a fund marked by controversies raises doubts about the true motives behind its donations.
Laws Facilitating Corruption
Experts highlight that inadequate regulation of bidding processes and contracts contributes to illicit practices. Additionally, the lack of robust oversight mechanisms allows irregularities to go unnoticed, undermining the fund’s objectives.
Several controversial laws and ordinances challenge the narrative of environmental protection:
New Forest Code (Law No. 12.651/2012) – Establishes rules for protecting native vegetation and land use in the Legal Amazon, permitting economic activities under specific conditions.
Public Forest Management Law (Law No. 11.284/2006) – Regulates the concession of public forests for sustainable exploitation, allowing companies, including foreign ones, to obtain usage rights.
Sustainable Amazon Plan (PAS) – Created in 2008, aims to balance economic development and environmental preservation but also opens the door to private investments.
Ministry of Environment Ordinances – Various ordinances regulate the exploitation of natural resources in the region, including permissions for mining and agribusiness.
Political Involvement
Although specific names have not been disclosed, investigations point to the involvement of political figures in resource mismanagement. The interplay between political and economic interests is one of the factors hindering transparency and the fund’s effectiveness.
The Amazon Fund, intended to symbolize environmental preservation, faces challenges that extend beyond deforestation. Ongoing investigations are crucial to ensuring that resources are used ethically and efficiently, promoting genuine protection of the rainforest and local communities.
